Traditionally high unemployment rate in Spain

As the main reason for the high unemployment rate the Spanish labor minister cites the large number of settlers. Traditionally, the unemployment rate in Spain is among the highest in the European Union.
The government predicts at the end of this quarter the unemployment could reach 18.9%.
